Evaluation

CWLWM partners will perform internal evaluation of their own activities in terms of their own organisations. Parameters for this will include, congruence with organisation objectives, added-value to organisation, potential for future development, extending organisation’s influence.

Fundamentals Europe have been appointed as the external evaluators to evaluate CWLWM as a whole and its work as part of the Primavera transnational partnership. The evaluators will be part of the project, regularly meeting with partners, attending steering group meetings, attending transnational meetings and being part of the communications loop. They will offer support and advice as well as performing formal evaluation functions. It is essential that the external evaluators see their role as adding value through evaluation.

Fundamentals Europe will report informally throughout the project life and formally through presenting an annual report. They will examine all issues in the context of the leading principles of Equal:

  • Innovation and added value through identifying innovative work, working practices, methodologies and the results of the innovation, and identifying added value through the work itself and identifying additional achievements in terms of soft and hard outcomes;
  • Equal Opportunities;
  • Involvement of disadvantaged and excluded groups particularly through evidence of involvement in project implementation and through soft outcomes measurement;
  • Empowerment through interviews, questionnaires and soft outcomes;
  • Publicity and awareness raising through assessment of materials and through interviews and focus groups and mainstreaming activity.

The evaluation will examine the achievement of the DPs objectives through recording systems, through structured interviews and through questionnaires, both piloted in Action1 and modified to suit the context of Action 2.

Transnational work and the partnership will be assessed through interviews and examination of achievement against the proposed workplans. The evaluators will examine the added-value, the appropriateness and the congruence of the transnational partnership.
